Early Life and Educational Heritage
Born in Sri Lanka, Prof. Lakshman’s journey began at the prestigious S. Thomas’ College, Mt. Lavinia, founded in 1851. Immersed in a vibrant, multi-cultural environment, he embraced an ethos of universal dignity that laid the foundation for his later work in interfaith dialogue and human rights. Excelling in the bioscience stream, he completed his GCE Advanced Level and pursued legal studies, being called to the Bar as an Attorney-at-Law in October 1976. (He shares this legal dedication with his wife, Charmaine Madurasinghe, who is also an Attorney-at-Law). His academic curiosity subsequently led him to win a government scholarship to study Comparative Industrial Relations in Japan, marking the genesis of his global academic career.
While his Alma Mater is celebrated for its classical scholarship in English, Latin, and Greek, Prof. Lakshman remains deeply rooted in the rich Sinhala literary culture. He cherishes the legacy of teachers such as Kalasuri Arisen Ahubudu and Sandedas Coperahewa of the Hela Havula. Alongside a deep familiarity with Shakespeare, Dickens, and Milton, his early education was enriched by works like the Sidath Sangara, Amawathura, and regular studies of Pali, fostering a lifelong appreciation for the efficacy and lucidity of classical languages.
Current Global Leadership & Academic Appointments
Prof. Lakshman provides leadership to a multi-disciplinary global institution of physicians, professors, and scientists as the International Chairman of Medicina Alternativa BOI-Alma Ata 1962, the world’s largest complementary medicine institution. Medicina is an accredited campus of Azteca University, listed in the UNESCO International Handbook of Universities, where he serves as a Senior Full Professor. He is also the Chairman of the Global Consortium of Science and Technology.
Since 2011, he has served as an Academic Committee Member of EDU Brussels, an IGO formed by a treaty accredited to the European Parliament promoting global education and sustainability. He is the sole Sri Lankan Academic Board Member of EDU.int, supervising numerous doctoral and master’s candidates in their research.
Furthermore, since 2012, he has headed the Legal and Operations Secretariat and Therapeutic Jurisprudence Centre of AUGP USA as its Senior International Governor Legal and Vice-Chancellor. AUGP is a forty-year-old IGO with branches in over 120 countries, encompassing a vast network of institutions. In this capacity, he supervises funding negotiations and provides expert advice on legal instruments for individual clients and governments. He is also the Founder and President of Young Scientists University (established 2009) and Secretary-General of the Chamber of Chartered Java Professionals Greece.

With over 30 years dedicated to psychology and consciousness studies, Prof. Lakshman’s current scholarship pushes the boundaries of bio-systemic psychological assessment. He is the architect of the PULSE framework and the comprehensive 4C model of human optimization (Competence, Character, Commitment, and Consciousness).
His leading-edge research deeply investigates the “Hard Problem” of consciousness, analyzing the biological basis of decision-making through neurocardiology—specifically the intrinsic cardiac ganglia (“brain in the heart”)—and the role of quantum microtubules in consciousness. His extensive writings on the e-Consciousness model continually bridge quantum mechanics, the Block Universe paradigm, and systemic theology.
Historically, he served as Director of the Maharishi Institute of Advanced Technology and as Consultant Psychologist at the MA clinic in the Colombo South Government University Teaching Hospital. During this highly vibrant era of integrative therapeutic interventions, he utilized CBT alongside unique modalities such as bioenergetics and classical raga music therapy (Madhyamavati, Malkauns, and Dwijavanthi) for neuro-rehabilitation. He is a Chartered Fellow of CIPD London.
His consultancy work utilizes advanced multivariate statistics (SPSS) and factor models (HAY and MEIRC) for job evaluation and market analysis.
